I don't know the specific rules of targeting, but it was clearly helmet to helmet contact. He was not a defenseless player though. Also got tackled well out of bounds and it wasn't called.

I made a comment here at the time, that it could have been called. But, at that point he was a runner, and helmet to helmet happens quite often in those situations.

I'm ok either way on that play. (If we're talking about the same play)

Doesn't matter is he is a runner. Helmet to helmet is supposed to be the key element. Dude led with the helmet. Period.
If he can't be a runner why are there targeting calls in favor of RBs and WRs all the time?

I thought it was targeting by last year’s rules, but they seem to be calling it differently this season, giving the defensive players a little more leeway.
There was another play I thought might be targeting in another game and they called a personal foul, late hit on QB, but no targeting.

That hit out of bounds was crazy.  They took him to the ground after he took two steps and was on the tarp. 100% should have been a flag.

MFGA ,Make Football Great Again. Take away the helmets, take away the shoulder pads, take away all the armor and the game gets SAFER and some of the hairsplitting over targeting goes away. There'd be less "leading with the head" if the nose was at risk. Our American football grew out of Rugby which is a hell of a great game except for that scrum,business where the play starts with guys' heads in someone's armpit or crotch. Rugby is plenty violent enough to keep it fun for the baying crowds; just start the play decently as we do in the American version without all that static rootin' like hogs and armpit sniffing. The evolution of armor made CTE far too easy to inflict, what with head slaps, forearm shivers and butting like Rams just because the damage is delayed; like forgetting and calling your wife by an old girlfriend's nickname (Jugs, for example). My youth football , age 10 -18 was brutal with headfirst tackling taught as a foundational skill. I loved it, of course and I don't blame my coaches they didn't know what we do now. I was so fortunate to be slow afoot I couldn't extend the brain damage into college. Well, the brain damage from collisions, at least.

Just take away the face masks and you would solve the targeting problem.
