Straight out of the City's General Fund, which is wild, and then they lease it back to the school.  I'd be a little upset if I lived in Buford and they spent my tax dollars like that.

Augusta did a similar thing a while back.  Board of Education built the largest HS stadium in the city in the heart of the ghetto for the smallest HS with probably the worst football team in the county.  Attendance at the games might be a few hundred people in a 9000 seat stadium, ghetto dwellers aren't into sports and no visiting team fans want to risk going to the stadium and having their cars broken into or being robbed leaving the game.  Augusta govt is majority black and the HS is all black.  Richmond county schools are in the bottom 5% in the state (the state education rankings aren't anything to be proud of and Richmond county is pretty much the worst of the worst) and their expenditure per student is one of the highest in the state.  The local govt. is about as corrupt as any on Earth.

At least Buford has a good football team.
